According to Mike James of the LA Times, the Los Angeles Clippers have agreed to contract terms with free agent forward Kenyon Martin. The deal is apparently for the mini-mid level exception.
Martin was still on the free agent market because he signed a contract with the Xinjiang Flying Tigers in China during the lockout. Unlike the players who signed in European leagues, Martin and other NBA players who went to China were not allowed to return to play in the NBA immediately upon the resolution of the NBA lockout.

There is currently confusion as to exactly when Martin will be allowed to play in the NBA. FIBA, the governing body of international basketball, has granted Martin a Letter of Clearance to sign elsewhere, but the Chinese Basketball Association insists that Martin must wait until Xinjiang's season is over. The final game of the regular season is February 15, but the Tigers are still in the running for a playoff berth, so even that could drag on longer.
The Tigers are currently 12-12, in tenth place and so would miss the eight team playoffs if the season ended today. However six of their remaining eight games are at home, where the Tigers are 9-1 this season, so it's very much within the realm of possibility that they could finish strong and sneak into the playoffs.
I find it hard to believe that NBA commissioner David Stern would want to run afoul of the Chinese for the sake of Kenyon Martin and the Clippers. The FIBA decision gives the NBA some political cover, but the NBA isn't even officially within FIBA's jurisdiction. When they choose to abide by FIBA's decisions, it's as a courtesy to the organization, and one would suspect that the NBA might want to be even more courteous to a country with a billion potential NBA fans.
The current situation raises other questions as well. Has Martin actually signed a contract, or merely agreed to terms? One presumes that by even signing a contract, Martin has breached if not the letter then the spirit of his original agreement in China. If the two sides have agreed to terms then Martin will be a Clipper eventually, which is certainly good news given the team's puddle deep bench, but it's not just a question of when he will be allowed to play: can Martin even practice with the team before this dispute is resolved?

Getting him into practice is the real key here. If a compromise can be reached where he can practice but not play, then it’s basically a win. If Xinjiang accommodates by missing the playoffs, then he’ll hit the court about when he would be ready anyway.

Good word of the day. Yeah, okay, so he’ll play when he plays. That’s not the biggest question. My concern is how he fits on this roster. What it means, if you will.
Does it push Reggie Evans to playing center on the backup squad? We’ve seen enough Solomon Jones to know that he’s a filler, better than Brian Cook, but if there’s any way than neither of them play, it’s a good thing. Martin has significant offensive skills, especially in comparison to Reggie Evans. Evans is obviously a valuable piece. But I don’t know how all of this comes together.
And last night showed not just fatigue, but some Clipper shortcomings as well.

you could just go small to give DJ a rest. If DJ gets in foul trouble or we play those handful teams that are stacked at the 5, it’s another story. But it will have to do.

significant playoff experience which no other Clippers Big has.
My main thing with him is getting him into game shape between Mid March and the beginning of April so he will be available and in game shape for the April playoff seeding push and the start of the playoffs.

Not sure how it's all going to work as far as minutes and rotations but adding a big was an absolute must.
Especially one who can score. I think that’s been a huge problem for this team. We completely lose our inside game when the bench comes in; actually completely lose it when Blake comes out. Martin should help keep the opposing defenses honest in the post. He also had the ability to hit a that mid-range jumper, no?

to spell DJ and take the opponents best offensive big to protect Blake on D and from foul trouble.
Even when Evans comes in, I still see KM guarding the best big as he’s the better defender of our two bench guys. Don’t see Jones or Cookie getting any play in this scenario.

It will be interesting to see how VDN balances the 3-guard attack with getting Kenyon and Reggie minutes. It will depend on matchups to some extent but he only has about 29 minutes left to per game between Kenyon and Reggie at the 4/5 spots.

easy comparison
Would like to first caveat that i’m happy with the addition considering timing and limited options available in the market to upgrade and address roster needs. But with kmart’s offensive contributions currently an unknown (almost a year removed from NBA basektball) and arguably in decline (age and given his offensive arsenal is highly contingent on his athleticism), I wonder how big of an impact he would actually bring in terms of changing opponent’s philosophy on playing against our 2nd unit. This is the biggest thing in our opinion – can he help us erase our bench’s ~ -7 point differential against other teams’ bench.
I see Reggie/Kmart play the backup 4/5 interchangeably, and this shouldn’t be a big concern defensively against most of the league’s benches. Like a lot here has mentioned I’d consider Solomon Jones as lesser of the evil versus Cook – at least he has length even though he doesn’t use it well, and can spell our rotation players defensively. Unfortunately he’s the likely cut here given his unguaranteed status

Not that KMart signing was a huge surprise.. but comon, we’re Clippers fan. I know I speak for some Clippers fan by stating that we’re not used to all this attention. We’re on many teams wishlist finally. It’s a complete shocker since at one point we had to overpay free agents to even consider a thought of playing here. We went from the team that would offer BIG time money to free agents and would be used just as a negotiation tool, to this. We’ve come a long way. I’m enjoying it, but this is still too quick.
I think I’m going to reread Swami’s post of the rocket moving quickly and us needing to get on.

Minimum
By spending the mini mid level on KMart, the Clippers are down to the minimum for free agents. So JR is probably not happening, since he can get more than that elsewhere (though from a lot of teams).
The best options for upgrading the roster moving forward are (1) Foye’s expiring contract or (2) the trade exception from the Paul trade.

Martin is gonna bring so much to this team. Great job by our team and the FO, making this happen. Personally I do think we need a defensive oriented sg/sf, who can shoot the occasional jumper, to be set for the rest of the season and (hopefully!) the playoffs. One significant thing people may forget is that Martin also makes the second unit better in general – he gathers more attention on the offensive end, and our other second-unit players should be able to capitalize on that and get some better shot with him on the floor

That’s according to the LA Times.
The Clips right now are around 65.2 M with the tax probably coming in around 70M. So, they could make a trade if they found something they liked and still be under the tax.

Painful indeed. The most attractive ones are probably not available for what we'd want to give.
It just shows that the exceptions may not get us what we’re looking for to fill in that hole. However, there’s a possibility that a player will be waived near the trade deadline that could be a decent fit for us on a minimum contract.

He can do a little bit of everything...
He’s got a serviceable midrange J and can step back for the [very] occasional 3 in emergencies. Obviously Kenyon isn’t the athlete he was when he was in his prime, but he’s a pretty crafty, versatile player who will average a steal and a block per. However, his free throw shooting is pretty dreadful, so he’ll fit right in with the rest of our front court.
